RESOLUTION CALLING FOR AN ELECTION TO AUTHORIZE THE
IMPOSITION OF A LOCAL SALES AND SERVICE TAX IN THE CITY
OF WATERLOO, IOWA, AT THE RATE OF ONE PERCENT ( 1%) TO BE
EFFECTIVE ON JANUARY 1 , 1989.
WHEREAS, Chapter 422B of the Iowa Code authorizes the
imposition of certain local option taxes after an election in
which the majority of the electors vote in the affirmative; and
WHEREAS, the imposition of a local sales and service tax to
provide property tax relief , to provide an accelerated street
reconstruction and maintenance program and to enhance the quality
of life in Waterloo; and
WHEREAS, the City Council of the City of Waterloo declares
its intent to hold a special election for the purpose of
permitting the electorate to pass upon the proposition of imposing
a one percent ( 1%) sales and service tax for Black Hawk County
according to Chapter 422B. 1( 3 ) (b) of the 1987 Code of Iowa.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WATERLOO, IOWA:
Section 1 . That the County Commissioner of Elections of
Black Hawk County is hereby directed to give notice of and conduct
a special election on September 27 , 1988 , for the purpose of
submitting to the voters of the City of Waterloo the following
proposition:
"To authorize the imposition of a local sales and service tax
in the City of Waterloo at the rate of one percent ( 1%) to be
effective on January 1 , 1989. "
Section 2 . That revenues from the sales and service tax are
to be allocated in the City of Waterloo as follows:
"Sixty percent ( 60%) for direct property tax relief. "
The special purposes for which the revenue shall otherwise be
expended are:
"Twenty-five percent ( 25%) , or that lesser amount which
matches the amount which is budgeted and/or expended through
the Department of Public Works of the City of Waterloo, Iowa,
for construction, repairs, replacement, maintenance and
reconstruction of the city streets, curbs, bridges, storm
sewers and sanitary sewers.
Fifteen percent ( 15%) for Quality of Life, as determined by
the Quality of Life Commission, to include, but not be
limited to, drug abuse programs, human service agencies,
Chain of Lakes Project and other human service programs
within the community. "
Section 3 . That the City Clerk is hereby authorized and
directed to provide a certified copy of this resolution to the
Resolution No. 1988-347

County Commissioner of Elections of Black Hawk County and to the
Board of Supervisors of Black Hawk County.
