Waterloo, Iowa, at 7 : 00 p.m. on the 28th day of November, 1988 ,

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA,
that the Clerk/Auditor is hereby directed to publish notice of the
