RESOLUTION NO. 2024-647 A RESOLUTION CONFIRMING APPROVAL OF SPECIFICATIONS, BID DOCUMENTS, FORM OF CONTRACT, ETC., AND AUTHORIZING TO PROCEED IN CONJUNTION WITH THE TERMINAL SECURITY UPGRADES PROJECT, CONTRACT NO. 5819, IDOT CSVI GRANT, AND AUTHORIZING TO PROCEED. WHEREAS, the City of Waterloo recognizes the necessity to enhance terminal security systems to safeguard public transportation infrastructure; and WHEREAS, the Terminal Security Upgrades Project, Contract No. 5819, is eligible for support through the Illinois Department of Transportation (IDOT) CSVI Grant; and WHEREAS, specifications for said project have been prepared to meet both city and federal requirements, ensuring compliance with safety and operational standards; and WHEREAS, a public hearing regarding the said plans, specifications, bid documents, form of contract, and estimated cost was held on November 4, 2024 as required by law; and WHEREAS, a standard form of contract has been reviewed and includes terms and conditions favorable to the city, while aligning with the requirements of the IDOT CSVI Grant framework. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as follows: 1. The City Council hereby approves the plans, specifications, bid documents, form of contract and estimate of cost prepared for the Terminal Security Upgrades Project, ensuring they meet all necessary engineering and technological standards required for the enhancement of terminal security. 2. The City Council authorizes relevant city officials to proceed with the bidding process, disseminate bid invitations, review submissions, and enter into a contract with the selected bidder following a comprehensive evaluation. 3. Approval includes the authorization to utilize the IDOT CSVI Grant funds for this project, with adherence to all grant conditions, financial reporting, and compliance obligations as stipulated. 4. This resolution shall take effect upon its passage and approval. PASSED AND ADOPTED this 4th day of November 2024.
