HomeMy WebLinkAbout1988-678-12.19.1988 RESOLUTION NO. 1988-678 RESOLUTION CONCERNING POLICY FOR CITY OF WATERLOO EMPLOYEES WHO RETIRE UNDER "RULE 92" AS AUTHORIZED BY THE IOWA LEGISLATURE UNDER HF 2405 . WHEREAS, the Iowa Legislature has approved HF 2405 and Iowa Governor Terry Branstad has signed into law said legislation, and WHEREAS, said legislation allows employees hired under the Iowa Public Employees Retirement System to retire with full IPERS pension if the employee has completed a minimum of 30 years of IPERS employment and is at least 55 years old, and if their years of IPERS employment and age equal 92 , and WHEREAS, the current city policy concerning insurance benefits for retirees states that a retiree must be age 62 for the City to provide no cost insurance for the employee and dependents , and WHEREAS, a question has been raised as to whether employees retiring under said legislative rules below the age of 62 would be responsible for the payment of health, dental and prescription insurance for the retiree and their dependents, and WHEREAS, the Waterloo City Council has carefully reviewed said legislation and the cost of health, dental and prescription insurance for its retirees and employees . NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WATERLOO, IOWA, that the City will adhere to the following policy for those employees retiring under said Iowa legislation: 1. The City of Waterloo will pay the costs of a single policy for the retiring employee from the time of his or her early retirement under the IPERS Rule of 92 until said employee reaches the age of 65 as long as the entire years of IPERS employment were as a City of Waterloo employee. 2 . The employee will be allowed to purchase insurance for his or her dependents at said employee ' s cost at the rate established by the City and subject to change from time to time for a period of 36 months as established under the COBRA regulations or as they may be amended from time to time.
