RESOLUTION NO. 2024-687
A RESOLUTION APPROVING THE AWARD OF BIDS FOR
THE SEASONAL FARM AND HAY CONCESSIONS AT THE
WATERLOO REGIONAL AIRPORT FOR THE 2025
THROUGH 2027 FARMING SEASONS TO MCKENZIE
HALLIGAN OF PARKERSBURG, IOWA, AND BRAD
FECKERS OF SHELL ROCK, IOWA, AND AUTHORIZING
THE AIRPORT DIRECTOR TO EXECUTE THE RENTAL
AGREEMENTS.
WHEREAS, the City of Waterloo, Iowa, manages concessions at the Waterloo Regional
Airport to optimize land use and generate revenue; and
WHEREAS, bids were solicited for the seasonal farm and hay concessions for the 2025
through 2027 farming seasons; and
WHEREAS, McKenzie Halligan of Parkersburg, Iowa, submitted the highest responsible
bid of $228.00 per acre for the farming operations, and Brad Feckers of Shell Rock, Iowa,
submitted the highest responsible bid of $41.00 per bale for the hay operations; and
WHEREAS, awarding these contracts will support efficient land management and align
with the city's objectives for airport property stewardship.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as
follows:
1. The bid submitted by McKenzie Halligan at $228.00 per acre is hereby approved for
the farming concession at the Waterloo Regional Airport for the 2025 through 2027 farming
seasons.
2. The bid submitted by Brad Feckers at $41.00 per bale is hereby approved for the hay
concession at the Waterloo Regional Airport for the 2025 through 2027 farming seasons.
3. The Airport Director is hereby authorized and directed to execute the necessary rental
agreements with McKenzie Halligan and Brad Feckers, facilitating the operations as described.
4. This resolution shall take effect upon its passage and approval.
