RESOLUTION NO. 2024-741
A APPROVING A PROFESSIONAL SERVICES AGREEMENT
WITH EOCENE ENVIRONMENTAL GROUP, OF
CORALVILLE, IOWA, IN AN AMOUNT NOT TO EXCEED
$510,000.00, TO PERFORM PROFESSIONAL CONSULTING
SERVICES AS A QUALIFIED ENVIRONMENTAL
PROFESSIONAL TO ASSIST WITH THE MANAGEMENT
AND IMPLEMENTATION OF A CERCLA SECTION 104(K)
MULTIPURPOSE GRANT FROM THE ENVIRONMENTAL
PROTECTION AGENCY PERTAINING TO
ENVIRONMENTAL CLEANUP OF MULTIPLE SITES
WITHIN THE CITY OF WATERLOO, AND AUTHORIZING
THE MAYOR TO EXECUTE SAID DOCUMENT.
WHEREAS, the City of Waterloo has been awarded a CERCLA Section 104(K)
Multipurpose Grant from the Environmental Protection Agency (EPA) to support environmental
cleanup efforts across multiple sites within the city; and
WHEREAS, specialized expertise is required to manage and implement grant activities to
ensure compliance with federal regulations and effective environmental practices; and
WHEREAS, Eocene Environmental Group, based in Coralville, Iowa, offers the necessary
qualifications and has submitted a proposal as a qualified environmental professional to provide
these essential consulting services; and
WHEREAS, the proposed agreement amounts to a total not to exceed $510,000.00, which
reflects the fair market value for these specialized services; and
WHEREAS, City staff recommend approval of the Professional Services Agreement with
Eocene Environmental Group due to their capacity to meet project goals and regulatory standards
effectively; and
WHEREAS, the financing for these services will be sourced from the EPA grant allocation
expressly designated for this kind of environmental intervention and cleanup.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as
follows:
1. That the Professional Services Agreement with Eocene Environmental Group, of
Coralville, Iowa, in an amount not to exceed $510,000.00, is hereby approved for the purpose of
performing professional consulting services associated with the management and implementation
of a CERCLA Section 104(K) Multipurpose Grant from the Environmental Protection Agency
for environmental cleanup of multiple sites.
2. That the Mayor is authorized and directed to execute said document on behalf of the
City of Waterloo, Iowa.
3. This resolution shall become effective immediately upon its passage and approval by
the City Council.
