RESOLUTION NO. 2025-092
A RESOLUTION APPROVING THE REQUEST BY ANDREA
MCGEOUGH, FOR TAX EXEMPTIONS ON THE
CONSTRUCTION OF A NEW 10-UNIT APARTMENT
COMPLEX VALUED AT $1,800,000.00, FOR PROPERTY
LOCATED AT 2539 W. 3RD STREET, AND LOCATED IN
THE CITY LIMITS URBAN REVITALIZATION AREA
(CLURA).
WHEREAS, the City of Waterloo has established the City Limits Urban Revitalization
Area (CLURA) to encourage development and redevelopment that enhances the economic
vibrancy of the area; and
WHEREAS, Andrea McGeough, as the owner of the property located at 2539 W. 3rd
Street, Waterloo, Iowa, and legally described as Lewis Millers Small Farms All Lot 13 Exc W 25
Ft, in Black Hawk County, Iowa, has applied for tax exemptions on the construction of a new 10-
unit apartment complex, valued at $1,800,000.00, which is located within the boundaries of
CLURA; and
WHEREAS, the proposed apartment complex will contribute to the increase in housing
availability, furthering the city's goals for urban revitalization and residential development; and
WHEREAS, the City Council has reviewed the application and finds that it meets the
criteria set forth in the city's Urban Revitalization Plan for granting of tax exemptions.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as
follows:
1. That the application submitted by Andrea McGeough for tax exemptions on the
construction of a new 10-unit apartment complex at 2539 W. 3rd Street, valued at $1,800,000.00,
is hereby approved.
2. That the property in question qualifies for tax exemptions as outlined under the
provisions of the City Limits Urban Revitalization Plan.
3. The City Clerk is hereby instructed to certify a copy of this resolution and forward it to
the Black Hawk County Assessor's Office to proceed with the tax exemption process in
accordance with the Iowa Code.
4. This resolution shall become effective immediately upon its approval and adoption by
the City Council.
