The City Council of the City of Waterloo, Iowa, met in Special Session at Harold E. Getty
Council Chambers, Waterloo, Iowa, at 3:00 PM, on Thursday, February 6, 2025.
Roll Call.
Mayor Quentin Hart in the Chair. Roll Call: Nichols, Creighton -Smith, Simon and Feuss. Mr.
Boesen joined the meeting at 3:05 p.m. Ms. Wilder and Mr. Chiles were absent.
Approval of Agenda
Feuss/Creighton-Smith
that the agenda as proposed be approved. Voice vote -Ayes: Four. Motion carried.
OTHER COUNCIL BUSINESS
Motion to approve Change Order No. 2 with D.W. Zinser Co., Inc., of Walford, Iowa, in an
amount not to exceed $113,400.00, to load, haul, and dispose of regulated asbestos containing
material (RACM) in conjunction with property located at 123 E. Parker Street (Saint Mary's
Villa) under Contract No. D-2024-10-02P, and authorizing the Mayor to execute said document.
Feuss/Creighton-Smith
Mr. Simon commented that we need to be more diligent.
Mayor Hart commented that we don't want to use this company again as a significant amount of
asbestos was missed.
Aric Schroeder, City Planner, provided comments regarding changing companies and stated
that the change order is relating to the Villa specifically.
Ms. Creighton -Smith shared that this adds one hundred and sixty thousand dollars over the
original contract and questioned if this will affect plans for North End for homes we want to build
in that neighborhood.
Aric Schroeder explained that this adds to the total cost, but not ability to build on the site.
Mayor Hart commented that if they had tested correctly in the first place, we wouldn't be in this
boat, and stated that he called a Special Session because we need to be on top of things.
Voice vote -Ayes: Five. Motion carried.
ADJOURNMENT
