RESOLUTION NO. 2025-158
A RESOLUTION APPROVING THE FY 2024
CONSOLIDATED ANNUAL PERFORMANCE AND
EVALUATION REPORT (CAPER) FOR CDBG AND HOME
PROGRAM ACTIVITIES, FOR THE PERIOD OF JULY 1, 2023,
TO JUNE 30, 2024, AND SUBMISSION TO THE U.S.
DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT.
WHEREAS, WHEREAS, the City of Waterloo receives funding from the U.S.
Department of Housing and Urban Development (HUD) to support the Community
Development Block Grant (CDBG) and HOME Investment Partnerships Program; and
WHEREAS, the City is required to prepare a Consolidated Annual Performance and
Evaluation Report (CAPER) to detail the accomplishments and performance of these programs
over the fiscal year running from July 1, 2023, through June 30, 2024; and
WHEREAS, the CAPER provides accountability, transparency, and feedback to both the
City and HUD, ensuring the effective use of federal funds in addressing community development
needs; and
WHEREAS, the report has been prepared in accordance with HUD guidelines and has
undergone appropriate public review and comment;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as
follows:
1. The FY 2024 Consolidated Annual Performance and Evaluation Report (CAPER) for
CDBG and HOME activities is hereby approved.
2. The Community Development Director is authorized to submit the FY 2024 CAPER to
the U.S. Department of Housing and Urban Development (HUD) as required.
3. This resolution shall become effective immediately upon its approval and adoption by
the City Council.
