RESOLUTION NO. 2024-710
RESOLUTION FOR MORATORIUM ON SPECIAL PERMITS
FOR URBAN ANIMAL HOBBY FARMS.
WHEREAS, Section U, of Chapter 27 of the City of Waterloo Zoning Ordinance 5079
provides for the issuance of Special Permits for certain Urban Animal Hobby Farms; and,
WHEREAS, recent cases involving violations of the code section have brought to light
certain issues relating to enforcement; and,
WHEREAS, the City Council believes a review of the section is warranted; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WATERLOO,
IOWA, as follows:
Section 1. A moratorium on the issuance of new special permits for Urban Animal
Hobby Farms shall be in effect in Waterloo, Iowa, until June 1, 2025.
Section 2. Urban Animal Hobby Farm special permits in effect on the date of this
Resolution may be renewed during the moratorium.
Section 3. The Planning and Zoning Department is directed to conduct a thorough
review of the section, to include relevant stakeholders, and propose amendments forthwith.
