The bidder, having fully read this Request for Proposals (RFP) for Janitorial Services, hereby
acknowledges that this Bid Proposal completely reflects the total bid price for all services required
by RFP, and for each year of the three (3) year term and any extension as may be agreed to.
It is the bidder's responsibility to determine the bid price based on the bidder's own evaluation of
the space to be covered and work to be done.

Proposal for Janitorial Services at Waterloo Regional Airport — Airline Passenger
Terminal Building
1. Understanding of Scope & Commitment to Excellence
We have thoroughly reviewed the Waterloo Regional Airport Janitorial Contract RFP and
confirm that out proposal aligns with the scope of work outlined. We are committed to delivering
high -quality janitorial services to maintain a clean, safe, and professional environment for
passengers, staff, and stakeholders at the airport.
2. Billing & Invoicing
Our billing structure follows standard industry practices, ensuring clear and accurate invoicing.
We submit monthly invoices based on the agreed -upon terms, with detailed documentation of
services rendered.
3. Staffing & Compliance
• Workforce Readiness: Our company employs trained and experienced janitorial staff
who are equipped to meet the airport's operational needs, including compliance with
TSA and FAA regulations.
• Employee Identification & Security Compliance: All personnel will wear name
badges, and those requiring access to secured areas will comply with all Transportation
Security Administration (TSA) background checks and fingerprinting requirements.
• Employee Training & Onboarding: Our onboarding process includes safety training,
site -specific orientation, and ongoing development to maintain service excellence.
4. Performance Monitoring & Quality Control
• Regular Inspections: We conduct routine inspections to ensure service quality meets
contractual expectations.
• Quarterly Performance Reviews: We welcome collaboration with airport
administration to review performance and address any concerns proactively.
• Response to Issues & Requests: Our team maintains open communication with airport
staff to address cleaning requests, emergency situations, and special service needs
efficiently.
5. Special Requests & Additional Services
We accommodate special cleaning requests beyond the standard scope on a case -by -case basis.
Any additional work requiring approval will be coordinated with airport administration.
6. Emergency & After -Hours Support
We maintain a rapid response protocol for unforeseen incidents such as spills or urgent sanitation
needs. Our team is available for off -shift support, ensuring continuous cleanliness in high -traffic
areas.
7. Compliance with Airport & City Regulations
We comply with all local, state, and federal guidelines, including environmental and safety
standards. Our cleaning products meet EPA approval requirements for sanitation and
disinfection.
8. Insurance & Liability Coverage
We maintain liability insurance coverage that meets or exceeds the minimum requirements
outlined in the RFP, ensuring protection for both our company and the City of Waterloo.
9. References & Industry Experience
We have a proven track record in providing janitorial services for large-scale facilities, including
high -security environments such as government buildings, industrial plants, and transportation
hubs. A list of five references is included for verification.
10. Commitment to Sustainability & Efficiency
We employ eco-friendly cleaning practices, minimizing the environmental impact of our
operations. Our team is trained to optimize cleaning schedules for efficiency without
compromising service quality.
11. Rates
Based on our assessment of the Waterloo Regional Airport Janitorial Contract SOW, we estimate
that properly servicing the facility would require approximately 6 hours per day, totaling
approximately 182 hours per month. Based on this data, your monthly costs would be $5,460.
We would also be open to doing a billing of $30 an hour if you prefer.
In addition to labor, we would bill for the cost of supplies used each month, plus a 10%
stocking/handling fee to cover procurement and inventory management. This ensures that all
necessary cleaning materials are available to maintain the facility's cleanliness and sanitation at
all times.
If the contract was awarded to Superior Cleaning Services USA, we would be interested in
performing the window cleaning and carpet cleaning of the facility as projects. Depending on the
condition of the windows and carpet, along with the specific expectations from the client, it is
preferable to bid each project at the time it would need to be cleaned.
