RESOLUTION NO. 2025-191
A RESOLUTION SETTING DATE OF PUBLIC HEARING AS
APRIL 21, 2025, TO AUTHORIZE THE SALE AND
CONVEYANCE OF TEN CITY -OWNED LOTS IN THE
CHURCH ROW NEIGHBORHOOD, TO IOWA HEARTLAND
HABITAT FOR HUMANITY, FOR THE CONSTRUCTION OF
THIRTEEN NEW RESIDENTIAL UNITS, WITH A GRANT OF
$65,000.00, INCLUDING A DEVELOPMENT AGREEMENT,
AND INSTRUCT THE CITY CLERK TO PUBLISH NOTICE.
WHEREAS, the City of Waterloo owns ten lots in the Church Row Neighborhood, and
seeks to support affordable housing development; and
WHEREAS, Iowa Heartland Habitat for Humanity has proposed to acquire these lots for
the construction of thirteen new residential units, contributing to the community's revitalization
and housing availability; and
WHEREAS, the proposed transaction includes a grant of $65,000.00 to support the
development project, ensuring the successful construction of housing units for families in need;
and
WHEREAS, a Development Agreement outlining the terms and conditions of the sale
and construction will be executed to facilitate this initiative; and
WHEREAS, a public hearing is required to be held in accordance with the city's policies
and procedures for the sale of city -owned property, offering transparency and public input;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as
follows:
1. A public hearing shall be held on April 21, 2025, at 5:30 P.M., in the Harold E. Getty
Council Chambers, to consider authorizing the sale and conveyance of ten city -owned lots to
Iowa Heartland Habitat for Humanity.
2. That the City Clerk is hereby directed to publish notice of said public hearing in
accordance with applicable laws and city policies, ensuring adequate notice to the public.
3. All citizens and interested parties are invited to attend and participate in the hearing to
express their views regarding the proposed Site Plan Amendment.
4. This resolution shall become effective immediately upon its approval and adoption by
the City Council.
