Mayor John R. Rooff in the Chair. Roll Call: Berry, Greenwood, Clark, Jordan, Hurley, Getty. Absent: Welper. Invocation by: Councilperson Harold Getty. Pledge of Allegiance: Councilperson Buck Clark. ORAL PRESENTATIONS 116546 - Martin Culpepper, 1731 Cottage, stated that there was a council work session this afternoon discussing the Contract Compliance Program. Mr. Culpepper requested that the next council work session be held with the Cedar Valley Minority Contractors Association, without the General Contractors. Getty/Hurley that the above oral comments be received and placed on file. Ayes: Six. Absent: Welper. Motion carried. 116547 Clark/Berry that the Agenda, as proposed, for the Regular Session on Monday, March 4, 2002, at 5:30 p.m., be accepted and approved. Ayes: Six. Absent: Welper. Motion carried. 116548 - Jordan/Greenwood that the Minutes, as proposed, for the Regular Session on Monday, February 25, 2002, at 5:30 p.m. be accepted and approved. Ayes: Six. Absent: Welper. HEARINGS 116549 - Hurley/Getty that proof of publication of notice of public hearing on issuance of not to exceed $5,400,000 General Obligation Refunding Bonds for an Essential Corporate Purpose, as published in the Waterloo Courier on February 20, 2002, be received and placed on file. Ayes: Six. Absent: Welper. Motion carried. 116550 - This being the time and place of public hearing the Mayor called for written and oral objections and there were none. Jordan/Greenwood that the hearing be closed and oral and written comments be received and placed on file. Ayes: Six. Absent: Welper. Motion carried. 116551 - Hurley/Jordan that "Resolution instituting proceedings to take additional action for the issuance of said bonds", be adopted. Ayes: Six. Absent: Welper. Resolution adopted and upon approval by Mayor assigned No. 2002-116. Fire Chief Ned DeBerg stated last week -end Captain Tom Robinson, a New York City firefighter, visited the Waterloo Fire Department, the City of Cedar Falls and toured John Deere. Captain Robinson told the real story of what happened on September 11, 2001. Captain Robinson's engine company was only five minutes out when the second tower fell. Captain Robinson presented the city a New York Fire Department cap and a signed picture of the three firefighters putting up the American flag on September 11. Mayor Rooff stated that the Fire Commissioner of New York sent the city a special award in recognition of our support of New York and the firefighters. It was interesting to talk with Captain Robinson and understand what they are going through. The airlines paid the air fares, and other firefighters put together the funds to help defray other costs. March 4, 2002 Page 2 UNFINISHED BUSINESS 116552 - Getty/Hurley that communication from Associate Engineer transmitting recommendation of award of contract in the amount of $36,825.00 to Bowers Masonry, Inc., of Waterloo, Iowa, in conjunction with F.Y. 2002 Midport Limestone Wall Signs, Contract No. 651, be received, placed on file and "Resolution approving said award of contract", be adopted. Ayes: Five. Nays: Greenwood. Absent: Welper. Resolution adopted and upon approval by Mayor assigned No. 2002-117. DOCUMENTS 116553 - Getty/Hurley that communication from Associate Engineer transmitting Contracts, Bonds and Certificates of Insurance in the amount of $36,825.00 from Bowers Masonry, Inc., of Waterloo, Iowa, in conjunction with F.Y. 2002 Midport Limestone Wall Signs, Contract No. 651, be received, placed on file and "Resolution approving said documents", be adopted and Mayor and City Clerk authorized to execute same. Ayes: Five. Nays: Greenwood. Absent: Welper. Resolution adopted and upon approval by Mayor assigned No. 2002-118. BILLS PAYMENT 116554 - Jordan/Hurley that "Resolution approving Schedule AP640, pp. 1-62, dated March 4, 2002, in the amount of $399,288.63, a copy of which is on file in the City Clerk's Office", be adopted, together with recommendation of approval of the Finance Committee. Ayes: Six. Absent: Welper. Resolution adopted and upon approval by Mayor assigned No. 2002-119. NEW BUSINESS 116555 - Jordan/Berry to instruct Leisure Services Director to prepare specifications, form of contract, etc. in conjunction with 2002 Right of Way Mowing be received, placed on file and approved. Ayes: Six. Absent: Welper. Motion carried. 116556 - Jordan/Getty that specifications, form of contract, etc. in conjunction with 2002 Right of Way Mowing be received and placed on file. Ayes: Six. Absent: Welper. Motion carried. 116557 - Jordan/Clark that "Resolution preliminarily approving specifications, form of contract, etc. in conjunction with above described project", be adopted. Ayes: Six. Absent: Welper. Resolution adopted and upon approval by Mayor assigned No. 2002-120. 116558 - Getty/Jordan that "Resolution setting date of hearing on specifications, form of contract, etc. as March 25, 2002, at 5:30 p.m. in the City Hall Council Chambers and taking of bids on the above described project", be adopted and City Clerk instructed to publish notice of same. Ayes: Six. Absent: Welper. Resolution adopted and upon approval by Mayor assigned No. 2002-121. TRAVEL REQUESTS 116559 - Hurley/Berry that the following travel requests, with expenses not to exceed amount shown, be received, placed on file and approved: 1. John Kehoe, Chief Electrical Engineer, to attend the Annual Iowa Chapter Meeting of the International Association of Electrical Inspectors in Fort Dodge, Iowa, on April 8-10, 2002, with costs not to exceed $269.00, including use of city vehicle.
