RESOLUTION NO. 2025-214
A RESOLUTION APPROVING A DEVELOPMENT AGREEMENT WITH
IOWA HEARTLAND HABITAT FOR HUMANITY FOR THE
CONSTRUCTION OF A NEW SINGLE-FAMILY HOME AT THE WEST
CORNER OF WESTERN AVENUE AND W. 2ND STREET, INCLUDING A
$5,000.00 INFILL INCENTIVE AND $4,900.00 IN ACQUISITION FEES,
AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
SAID DOCUMENT.
WHEREAS,the City of Waterloo wishes to support affordable housing initiatives; and
WHEREAS, Iowa Heartland Habitat for Humanity is planning to construct a new single-
family home at the west corner of Western Avenue and W. 2nd Street; and
WHEREAS,the City of Waterloo recognizes the importance of infill development to
enhance urban renewal and provide affordable housing options; and
WHEREAS, an agreement has been proposed including a$5,000.00 infill incentive and
$4,900 in acquisition fees to support the project; and
WHEREAS, it is in the best interest of the City to enter into a Development Agreement
with Iowa Heartland Habitat for Humanity to facilitate this project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as
follows:
1. That the Development Agreement between the City of Waterloo and Iowa Heartland
Habitat for Humanity, in support of the construction of a new single-family home as described, is
hereby approved.
2. That the City Council authorizes the allocation of a$5,000.00 infill incentive and
$4,900.00 in acquisition fees as detailed in the agreement.
3. The Mayor and City Clerk are authorized and directed to execute said documents on
behalf of the City of Waterloo, Iowa.
4. This resolution shall become effective immediately upon its approval and adoption by
the City Council.
PASSED AND ADOPTED this 7th day of April 2025.
