RESOLUTION NO. 2025-215 A RESOLUTION APPROVING A DEVELOPMENT AGREEMENT WITH IOWA HEARTLAND HABITAT FOR HUMANITY FOR THE CONSTRUCTION OF A NEW SINGLE-FAMILY HOME IN THE CHURCH ROW NEIGHBORHOOD ON W. MULLAN AVE., SOUTH OF RANDOLPH STREET, INCLUDING A $5,000.00 INFILL INCENTIVE AND $5,850.00 IN ACQUISITION REIMBURSEMENT FEES, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE SAID DOCUMENTS. WHEREAS, the City of Waterloo is committed to promoting affordable housing and urban renewal within its neighborhoods; and WHEREAS, Iowa Heartland Habitat for Humanity proposes to construct a new single- family home in the Church Row Neighborhood on W. Mullan Ave., south of Randolph Street; and WHEREAS,the City of Waterloo acknowledges the benefits of infill development and supporting community housing projects; and WHEREAS, a Development Agreement has been proposed that includes a$5,000.00 infill incentive and $5,850.00 in acquisition reimbursement fees to facilitate this development; and WHEREAS, entering into this agreement serves the interests of the City of Waterloo by supporting neighborhood revitalization and affordable housing efforts; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as follows: 1. That the Development Agreement between the City of Waterloo and Iowa Heartland Habitat for Humanity,pertaining to the construction of a new single-family home as described above, is hereby approved. 2. That the City Council supports the allocation of a$5,000.00 infill incentive and $5,850.00 in acquisition reimbursement fees per the terms of the agreement. 3. The Mayor and City Clerk are authorized and directed to execute said documents on behalf of the City of Waterloo, Iowa. 4. This resolution shall become effective immediately upon its approval and adoption by the City Council. PASSED AND ADOPTED this 7th day of April 2025.
