RESOLUTION NO. 2025-250
A RESOLUTION APPROVING THE COMPREHENSIVE
SAFETY ACTION PLAN (CSAP) AND COMMITTING TO
THE GOAL OF ELIMINATING TRAFFIC DEATHS AND
SERIOUS INJURIES BY 2040 ON STREETS AND HIGHWAYS
WITHIN THE DOWNTOWN WATERLOO AREA AND
AUTHORIZE THE MAYOR AND CITY CLERK TO EXECUTE
SAID DOCUMENT.
WHEREAS the City of Waterloo recognizes the critical importance of transportation
safety and the need to address traffic -related deaths and serious injuries; and
WHEREAS, the Comprehensive Safety Action Plan (CSAP) has been prepared in
accordance with national best practices and aligns with the goals of the U.S. Department of
Transportation's Safe Streets and Roads for All (SS4A) initiative; and
WHEREAS, the CSAP outlines strategic actions and evidence -based measures, including
engineering, enforcement, education, evaluation, and equitable policy approaches, targeting the
reduction and ultimate elimination of traffic fatalities and serious injuries on all surface streets
and highways within the Downtown Waterloo area; and
WHEREAS, City staff recommend approval of the CSAP and commitment of resources
necessary for its implementation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as
follows:
1. That the Comprehensive Safety Action Plan (CSAP), as presented, is hereby approved and
formally adopted as the City's guiding document for transportation safety within the Downtown
Waterloo area.
2. That the City of Waterloo commits to the goal of eliminating all traffic deaths and serious
injuries on streets and highways in the Downtown Waterloo area by the year 2040.
3. That the Mayor and City Clerk are authorized and directed to execute said document on
behalf of the City of Waterloo, Iowa.
