A RESOLUTION SETTING DATE OF PUBLIC HEARING AS
JUNE 2, 2025, FOR THE SALE AND CONVEYANCE OF
CITY -OWNED PROPERTY LOCATED AT 1131 BERTCH
AVENUE, IN THE AMOUNT OF $5,000.00, TO E & C
INVESTMENTS, LLC (CESAR E. BARRIOS-GARCIA),
INCLUDING APPROVAL OF A DEVELOPMENT
AGREEMENT FOR THE CONSTRUCTION OF A SINGLE-
FAMILY HOME INCLUDING $5,000.00 REFUND OF THE
PURCHASE PRICE AND A GRANT OF $5,000.00 FOR INFILL
HOUSING DEVELOPMENT, AND INSTRUCT THE CITY
CLERK TO PUBLISH NOTICE.
WHEREAS, the City of Waterloo, Iowa, desires to sell and convey city -owned property
located at 1131 Bertch Avenue; and
WHEREAS, E & C Investments, LLC (Cesar E. Barrios -Garcia) has proposed to
purchase said property for $5,000.00, with an accompanying Development Agreement for the
construction of a single-family home; and
WHEREAS, the terms of the sale include a $5,000.00 refund of the purchase price and a
grant of $5,000.00 for infill housing development; and
WHEREAS, it is necessary to set a date for a public hearing on the proposed sale and
conveyance, and to instruct the City Clerk to publish notice of such hearing as required by law;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as
follows:
1. A public hearing shall be conducted on June 2, 2025, at [Insert Time] p.m., in the City
Council Chambers, City Hall, Waterloo, Iowa, to consider the sale and conveyance of the city -
owned property at 1131 Bertch Avenue to E & C Investments, LLC, including the terms and
conditions outlined in the Development Agreement.
2. All citizens and interested parties are invited to attend and participate in the hearing to
express their views regarding the proposed Site Plan Amendment.
3. The City Clerk is hereby directed to publish notice of said public hearing in accordance
with applicable laws and city policies, ensuring adequate notice to the public.
