RESOLUTION APPROVING AND AMENDMENT TO THE
COMPREHENSIVE SAFETY ACTION PLAN (CSAP)
APPROVED BY THE CITY COUNCIL ON APRIL 21, 2025 BY
ADDING AN ADDITIONAL PROJECT (5TH STREET AND
6TH STREET ONE-WAY TO TWO-WAY CONVERSION),
AND AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE SAID DOCUMENT.
WHEREAS, the City of Waterloo recognizes that traffic deaths and serious injuries are
preventable and acknowledges its responsibility to enhance safety for all users of its
transportation system; and
WHEREAS, the Safe Streets and Roads for All (SS4A) program, established under the
Bipartisan Infrastructure Law, provides opportunities for local governments to develop and
implement strategies to improve road safety for all users; and
WHEREAS, the Black Hawk County Metropolitan Planning Organization utilized a
planning grant through the SS4A program to hire a consultant to develop a Comprehensive
Safety Action Plan (CSAP) for Waterloo's downtown corridor, where a disproportionate
percentage of fatal and serious injury crashes have occurred, to analyze existing conditions,
historical trends, systemic and specific needs, and to identify projects and strategies to address
identified safety problems; and
WHEREAS, the Comprehensive Safety Action Plan reflects the input of community
stakeholders and includes proven strategies aligned with a Vision Zero framework to prioritize
safety, equity, and data -driven decision -making; and
WHEREAS, adopting this Plan demonstrates the City's commitment to securing funding
and taking meaningful steps to ensure safe, accessible, and efficient transportation for all,
regardless of mode of travel.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa:
1. Approval and Adoption: The City of Waterloo hereby approves and adopts the
Comprehensive Safety Action Plan, as Amended, as the guiding framework for achieving traffic
safety improvements in the Downtown Waterloo area.
2. Commitment to Vision Zero: The City of Waterloo commits to the goal of
eliminating all traffic deaths and serious injuries on streets and highways within the Downtown
Waterloo area, as defined by the Comprehensive Safety Action Plan, by year 2040.
3. Implementation: The City will prioritize implementation of the strategies
identified in the Comprehensive Safety Action Plan to achieve traffic safety improvements.
4. Collaborative Efforts: The City of Waterloo will work in partnership with local,
state, and federal stakeholders, including the Iowa Department of Transportation, community
organizations, and residents, to achieve the objectives outlined in the Plan.
5. Application for Federal Assistance: The City Council authorizes and supports
staff efforts to seek funding through the SS4A program and other relevant grant opportunities to
support the implementation of the Comprehensive Safety Action Plan.d.

6. The Mayor and City Clerk are authorized and directed to execute said document
on behalf of the City of Waterloo, Iowa.
