RESOLUTION NO. 2025-320
RESOLUTION APPROVING AWARD OF BID TO GEMS
TECHNICAL SERVICES, INC., OF ORANGE, CALIFORNIA IN
THE AMOUNT OF $1,917,228.00, IN CONJUNCTION WITH
THE PASSENGER BOARDING BRIDGE PROJECT, FAA AIP
NO. 3-19-0094-057-2025.
WHEREAS the City of Waterloo, Iowa, has conducted a competitive bidding process for
the Passenger Boarding Bridge Project as part of FAA AIP No. 3-19-0094-057-2025 to enhance
airport infrastructure and operational efficiency; and
WHEREAS, GEMS Technical Services, Inc., of Orange, California, submitted the lowest
responsible and responsive bid in the amount of $1,917,228.00; and
WHEREAS, the City Council finds it in the best interest of the city to accept the bid of
GEMS Technical Services, Inc., to facilitate the completion of the Passenger Boarding Bridge
Project;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA,
1. The bid submitted by GEMS Technical Services, Inc., of Orange, California, in the
amount of $1,917,228.00 is hereby approved and accepted for the Passenger Boarding Bridge
Project.
2. The Mayor and City Clerk are authorized and directed to execute said documents on
behalf of the City of Waterloo, Iowa.
