RESOLUTION NO. 2025-327 RESOLUTION APPROVING A DEVELOPMENT AGREEMENT WITH E & C INVESTMENTS, LLC (CESAR E. BARRIOS-GARCIA), FOR THE CONSTRUCTION OF A SINGLE-FAMILY HOME, LOCATED AT 1131 BERTCH AVENUE, WITH A TOTAL OF $5,000.00 INFILL HOUSING GRANT AND PURCHASE PRICE REFUND OF $5,000.00, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE SAID DOCUMENT. WHEREAS the City of Waterloo seeks to encourage the development of infill housing to enhance neighborhood vitality and increase affordable housing options; and WHEREAS, E & C Investments, LLC, represented by Cesar E. Barrios-Garcia, intends to construct a single-family home at 1131 Bertch Avenue, contributing to these objectives; and WHEREAS, the City proposes to enter into a Development Agreement that includes a total of$5,000.00 in an Infill Housing Grant, as well as a purchase price refund of$5,000.00 to incentivize this development; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA, 1. The Development Agreement with E & C Investments, LLC (Cesar E. Barrios- Garcia), which outlines the terms for the construction of a single-family home at 1131 Bertch Avenue and includes a$5,000.00 Infill Housing Grant and a $5,000.00 purchase price refund, is hereby approved. 2. This project supports the City's goals of promoting infill development, utilizing existing infrastructure, and enhancing the community's housing stock. 3. The Mayor and City Clerk are hereby authorized and directed to execute said documents on behalf of the City of Waterloo, Iowa.
