RESOLUTION NO. 2025-328
RESOLUTION APPROVING A THREE PERCENT SALARY
INCREASE FOR NON -BARGAINING EMPLOYEES
EFFECTIVE JULY 1, 2025.
WHEREAS the City of Waterloo recognizes the contributions of its non -bargaining
employees to the effective operation and delivery of municipal services; and
WHEREAS, it is the desire of the City to maintain competitive compensation packages to
attract and retain talented staff, ensuring the continued efficiency and effectiveness of city
operations; and
WHEREAS, after a review of current economic conditions and budgetary capacity, the
City Council deems it appropriate to approve a salary increase for non -bargaining employees;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA,
1. A salary increase of three percent (3%) is approved for all non -bargaining employees
of the City of Waterloo, to be effective as of July 1, 2025.
2. The Human Resources Department is directed to implement the salary adjustments in
accordance with the approved increase, ensuring all affected staff receive equitable adjustments
reflecting the Resolution's intent.
3. The Finance Department is instructed to make necessary budget adjustments to
accommodate this salary increase within the fiscal parameters of the City's approved budget,
ensuring fiscal responsibility and transparency.
