RESOLUTION NO. 2025-339 RESOLUTION APPROVING CONSTRUCTION PLANS FOR PAVING, STORM SEWER, AND SANITARY SEWER SERVING THE BALTIMORE FIELDS 2ND ADDITION, AS SUBMITTED BY MCCLURE ENGINEERING, SEWAGE TREATMENT AGREEMENT, DNR FORM 29 (NOV 00) WITH THE DEPARTMENT OF NATURAL RESOURCES, AND FINAL ACCEPTANCE OF CONSTRUCTION PLANS SUBJECT TO THE REVIEW AND ACCEPTANCE BY THE DEPARTMENT OF NATURAL RESOURCES AND AUTHORIZING THE MAYOR TO EXECUTE SAID DOCUMENTS. WHEREAS McClure Engineering has prepared and submitted construction plans for paving, storm sewer, and sanitary sewer improvements serving the Baltimore Fields 2nd Addition; and WHEREAS, these construction plans are necessary to support the development infrastructure needs for the Baltimore Fields 2nd Addition and have been engineered to meet all relevant municipal and state standards; and WHEREAS, the plans include provisions for adherence to environmental and public health guidelines, notably via a Sewage Treatment Agreement utilizing DNR Form 29 (Nov 00) to secure alignment with Department of Natural Resources (DNR) policies; and WHEREAS, the Department of Natural Resources must review and accept these construction plans to ensure compliance with applicable environmental regulations and standards; and WHEREAS, upon conditional approval pending the DNR's acceptance, it is deemed in the public's interest to proceed with these infrastructure improvements to foster development and ensure sustainable environmental management; NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA, 1. The construction plans prepared by McClure Engineering for paving, storm sewer, and sanitary sewer improvements serving the Baltimore Fields 2nd Addition are hereby approved, pending review and final acceptance by the Department of Natural Resources. 2. The Sewage Treatment Agreement with the Department of Natural Resources, utilizing DNR Form 29 (Nov 00), is approved as an integral component of ensuring environmentally compliant infrastructure development 3. The Mayor and City Clerk are authorized and directed to execute said documents on behalf of the City of Waterloo, Iowa. PASSED AND ADOPTED this 2nd day of June 2025.
