RESOLUTION NO. 2025-374
RESOLUTION APPROVING AN AGREEMENT TO OBTAIN
FUNDING THROUGH THE IOWA DEPARTMENT OF
TRANSPORTATION'S "REVITALIZE IOWA'S SOUND
ECONOMY" (RISE) IMMEDIATE OPPORTUNITY PROGRAM
FOR THE WARP DRIVE CONSTRUCTION PROJECT,
LOCATED WEST OF THE WATERLOO REGIONAL
AIRPORT.
WHEREAS, the City of Waterloo acknowledges the importance of supporting economic
development and the improvement of infrastructure in our community; and
WHEREAS, the Iowa Depailinent of Transportation offers the "Revitalize Iowa's Sound
Economy" (RISE) Immediate Opportunity Program, providing funds to cities for urgent projects
that will lead to economic development; and
WHEREAS, the proposed Warp Drive Construction Project, situated west of the
Waterloo Regional Airport, is essential for facilitating transportation linkages and supporting
business growth in the region; and
WHEREAS, the City Council has determined that seeking funding from RISE is in the
best interests of the community as it will leverage additional state funds to complete this vital
infrastructure project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The City Council hereby approves the proposed agreement with the Iowa Department
of Transportation to seek funding through the RISE Immediate Opportunity Program for the
Warp Drive Construction Project.
2. The City of Waterloo pledges to complete the Warp Drive Construction Project in
accordance with the terms and timelines stipulated in the agreement and under the guidance and
requirements of the RISE Program.
3. The Mayor and City Clerk are authorized and directed to execute said documents on
behalf of the City of Waterloo, Iowa.
