Members present: Mayor Quentin Hart in the Chair. Roll Call: Mr. Boesen, Mr. Nichols, Ms. Creighton -Smith, Mr. Simon. Mr. Chiles and Ms. Wilder joined the meeting at 4:20 p.m. Absent: Mr. Feuss. Agenda, as proposed or amended. Boesen/Creighton-Smith that the agenda as proposed be approved. Voice vote -Ayes: Four. Motion carried. Approval of Minutes of the May 19, 2025 Work Session, as proposed or amended. Boesen/Creighton-Smith that the minutes of the May 19, 2025, Council Work Session as proposed be approved. Voice vote -Ayes: Seven. Motion carried. Update from Main Street Waterloo. Jessica Rucker, Main Street Waterloo Director, provided an overview of the programs implemented and the impact Main Street Waterloo has had on Downtown Waterloo within the last year. Mayor Hart asked Jessica to coordinate with council members for the Brews and Business and Cash Mobs to support the events. Update from Grow Cedar Valley. Katy Susong, President, CEO, introduced presenters and each provided the council with an update on projects, programs and accomplishments since the last update. Presenters included: Lisa Rivera Skubal, VP Economic Development Adrianne Miller, Director of Business Services & Advocacy Stephanie Detweiler, Director of Workforce and Talent. Update on economic development for Grow Cedar Valley. Mr. Nichols questioned the timeline for roundtables and EDO updates. Ms. Susong reported roundtable discussion will be June 24, 2025. Ms. Miller reported these will be quarterly with City staff, Grow Cedar Valley Economic Development staff, and supporting utilities staff. Mr. Simon questioned how Civic Sole was chosen. Ms. Susong explained they put out Request for Proposals with assistance from UNI's Institute for Decision Making and reviewed fifteen applicants on a grading matrix. Mayor Hart explained the current dates chosen to allow fireworks for the 4th and 5th of July were determined in cooperation with the City of Cedar Falls. To comply with state law the council needs to those dates as State code allows for fireworks on the 3rd and 4th of July and December 31 st. Mayor Hart recommended the council allow fireworks on July 3, 4 and 5, 2025 as that is what was previously promoted. Mr. Boesen stated he will support allowing fireworks on the dates set by the state and only those dates. Mr. Boesen if the state says 4th then that is all they get. No 5th Chiles, Simon, Creighton -Smith and Nichols agree with no 5th and would like to speak with the Police Chief regarding enforcement. Mr. Simon agreed that two days for fireworks is sufficient. Ms. Creighton -Smith feels July 3rd is going to be problematic as it is a Thursday and, as we previously publicized July 5th it is hard not to approve fireworks for July 3-5, 2025. Mr. Nichols agreed if the state is taking the decision away from local authorities, then July 3rd and 4th would need to suffice. Mayor Hart explained in speaking with the Mayor of Cedar Falls, their intentions are to allow fireworks July 3-5, 2025. Mayor Hart asked that the item be placed on the June 16, 2025, agenda for council consideration. ADJOURNMENT Boesen/Chiles that the council adjourn at 5:12 p.m. Voice vote -Ayes: Seven.
