July 3, 2025 Mr. Quentin Hart, Mayor City of Waterloo 715 Mulberry St. Waterloo, Iowa 50703 RE: Sub-grantee Closeout Notification Disaster: DR-4483-IA Public Assistance – CFDA # 97.036 PA ID #: 013-82425-00 Dear Quentin: The sub-grantee must retain all records that document Public Assistance project funds approved as part of this sub-grant for a period of three years from the date of the final sub-grantee closure action. As stated in 44 C.F.R. §206.207, administrative and audit requirements, the Department of Homeland Security Office of Inspector General has the authority to conduct a Federal audit of this disaster assistance grant or any of the sub-grants. Our records indicate the Federal Emergency Management Agency (FEMA) officially closed your entity (the sub-grantee) on April 25, 2025. Therefore, the three-year records retention requirement will expire on April 25, 2028. The review of the project documents concluded that no corrective actions were necessary to proceed with formal project close-out and reclassification to an inactive status. This project reclassification does not affect: 1) The right of the Federal awarding agency or pass-through entity to disallow costs and recover funds on the basis of a later audit or other review within the record retention period. 2) The obligation of the non-Federal entity to return any funds due as a result of later refunds, corrections, or other transactions including final indirect cost rate adjustments. 3) Audit requirements in 2 C.F.R. §200 Subpart F - Audit Requirements. 4) Property management and disposition requirements in 2 C.F.R. §§200.310 - .316. 5) Records retention as required in 2 C.F.R. §§200.333 - .337 If there are specific issues or discrepancies on any of these documents, you should notify the Public Assistance Office immediately.
