RESOLUTION NO. 2025-393
RESOLUTION APPROVING A 28E AGREEMENT WITH
BLACK HAWK COUNTY, IOWA TO JOINTLY FUND,
CONSTRUCT AND SHARE A LAW ENFORCEMENT LAB
FACILITY, AND AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE SAID DOCUMENT.
WHEREAS the City of Waterloo and Black Hawk County, Iowa, recognize the mutual
benefit and necessity of constructing and sharing a law enforcement lab facility to enhance
forensic capabilities and support efficient law enforcement operations; and
WHEREAS, pursuant to Iowa Code Chapter 28E, the City and County are authorized to
enter into intergovernmental agreements for joint and cooperative action, allowing them to pool
resources for common goals, including the development of shared law enforcement facilities;
and
WHEREAS, the proposed 28E Agreement outlines the terms of joint funding,
construction responsibilities, and operational use of the lab facility, ensuring equitable
distribution of costs and benefits while maintaining a high standard of forensic services; and
WHEREAS, it is in the interest of both jurisdictions to approve this agreement to
facilitate effective collaboration and resource utilization, thereby enhancing the quality of law
enforcement services provided to the community.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The 28E Agreement with Black Hawk County, Iowa, is hereby approved, outlining the
collaborative funding, construction, and use of a joint law enforcement lab facility.
2. The Mayor and City Clerk are authorized and directed to execute said documents on
behalf of the City of Waterloo, Iowa.
