5T"AND 6T" STREETS CONVERSION OF ONE-WAY COUPLETS TO TWO-WAY
CITY OF WATERLOO, IOWA
SUPPLEMENTAL AGREEMENT NO. 2
WHEREAS, a Professional Services Agreement was entered into between the City of Waterloo (Client),
715 Mulberry Street, Waterloo, Iowa, and AECOM Technical Services, Inc. (ATS), 501 Sycamore Street,
Suite 222, Waterloo, Iowa, dated December 21, 2020, for a traffic engineering study to convert the one-
way couplets to two-way traffic on 4th Street and 5th Street from Six Corners to Randolph Street and on 5th
Street and 6th Street from Randolph Street to near Barclay Street through downtown Waterloo; and
WHEREAS, the Client and ATS entered into Supplemental Agreement No. 1 for assistance in the
preparation of the United States Department of Transportation's(USDOT) Reconnecting Communities Pilot
(RCP) Program Grant Application, dated July 30, 2024; and
WHEREAS, the Client and ATS now desire to enter into Supplemental Agreement No. 2 for assistance in
the preparation of the United States Department of Transportation's (USDOT) F25 Safe Streets and Roads
for All (SS4A) Grant Application.
NOW THEREFORE, it is mutually agreed to amend the original Professional Service Agreement as follows:
I. PROJECT DESCRIPTION
The professional services include development of an SS4A Grant Application consistent with the
Notice of Funding Opportunity(NOFO), Assistance Listing #20.939. The project elements are
described in detail within the Downtown Comprehensive Safety Action Plan (CSAP)Amended
June 2025.
The priority and initial step of the CSAP is the implementation of Phase I of the 5th and 6th Streets
Conversion Project(Project). Phase 1 will convert the 5th and 6th Streets Corridor couplet, a pair
of parallel one-way streets that carry traffic in opposing directions, into two-way streets and
provide additional safety improvements in Downtown Waterloo from EB Washington Street to just
northeast of Barclay Street, as well as intersection safety improvements near the corridor at 4th
and South Street. The implementation of this improvement project will provide the framework for
other recommendations identified within the CSAP. As discussed in the CSAP, the other
recommendations build on the implementation of the 5th and 6th Streets Conversion Project.
II. SCOPE OF SERVICES
AECOM will prepare the SS4A grant application narrative, supporting analytics, graphics, a letter
of support template for elected officials and other stakeholders, a local match funding
commitment letter, and provide general assistance with the submission process.
The main tasks for the delivery of the SS4A grant application are:
Task 1 —Amend the CSAP. AECOM will amend the CSAP to include the 5th and 6th Street
conversion from one-way couplets to two-way couplets. This task will include identifying
elements from the 4th, 5th, and 6th Streets Study that need to be included into the CSAP.
Task 2—Grant Application Coordination. AECOM will coordinate the development of the
grant application with the City team to verify the required materials are obtained and that aspects
of the project delivery are efficiently and effectively communicated. Weekly coordination
meetings will be supplemented by ad hoc communication between AECOM and the City.

Task 3—Narrative and Application Development. While some of the narrative for the primary
component of the Project(51" and 61" Streets conversion) is contained in the prior RCP and
Reconnecting Communities and Neighborhoods (RCN) grant applications, the SS4A narrative will
repurpose the information to the extent applicable to meet the SS4A Notice of Funding
Opportunity (NOFO) requirements, including addressing current federal administration priorities
and funding selection criteria. In addressing the SS4A program-specific requirements, AECOM
will make a comprehensive and multifaceted case for the candidate project, demonstrating across
the application narrative of the purpose and need for the candidate project, impacts to
underserved communities, and the City's aptitude and readiness to deliver the project on time, to
budget, and in a regulatorily compliant manner. The application will be developed as per the
NOFO and will include required and optional appendices (e.g., standardized forms, letters of
support, financial commitment letter)to support the application.
Based on the 2025 SS4A NOFO, the narrative will include the following:
• Overview
• Location
• Response to Selection Criteria
• Project Readiness
In consultation with the City, AECOM will also complete the required Key Information Table;
Supplemental Budget; Federal Standard Forms including the SF-424, SF-424C (Construction
Budget), SF-424D (Assurances for Construction Programs), and SF-LLL (Disclosure of Lobbying
Activities); and the Self-Certification Eligibility Worksheet. The City will be responsible for
circulating and collecting letters of support for the application, a signed financial commitment
letter, and submitting the application via Valid Eval by June 26, 2025.
The AECOM Team will deliver a draft version of the application in Word format to the City.
Following the receipt of comments from the City, AECOM will make necessary revisions, with a
final draft PDF copy provided to the City with supporting appendices before submission for final
review.
Task 4—Application Design. Grant support staff will provide cover graphics, GIS mapping,
technical editing, and formatting services for the document during the draft and final versions for
City review. Required elements of the NOFO such as location mapping in PDF and spatial format
will be accomplished from this task.
Task 5—Quality Control and Assurance. Project deliverables will undergo a review by the
discipline manager and technical editor. A QA/QC review helps verify the deliverable meets
approach and City requirements.
Task 6 — Project Administration and Meetings. This task includes the six (6) weekly client
meetings, internal meetings, administrative tasks, and other communications with the City.

III. COMPENSATION
Compensation for the above services will be on an hourly basis in accordance with Part VI of the
original agreement and shall be integrated with the fees in the original agreement. The estimated
not-to-exceed fee is Thirty-Five Thousand Three Hundred Dollars ($35,300.00) and will not be
exceeded without authorization from the Client.
IV. In all other respects, the obligations of the Client and the Consultant shall remain as specified in
the Professional Services Agreement dated December 21, 2020.
IN WITNESS WHEREOF, the parties hereto have executed this Supplemental Agreement No. 2 as of the
dates shown below:
