RESOLUTION NO. 2025-418
RESOLUTION AUTHORIZING SPONSORSHIP OF THE
HIGH -QUALITY JOBS TAX CREDIT APPLICATION WITH
THE IOWA ECONOMIC DEVELOPMENT AUTHORITY, FOR
INTERNATIONAL PAPER COMPANY, FOR THE ADDITION
OF UP TO SEVENTY-TWO JOBS ASSOCIATED WITH THEIR
NEW BUSINESS AT 3230 LEVERSEE ROAD AND RESCIND
RESOLUTION NO. 2025-044.
WHEREAS, the City of Waterloo recognizes the importance of supporting local business
expansion and job creation to stimulate economic growth; and
WHEREAS, International Paper Company is planning to establish new business
operations at 3230 Leversee Road, resulting in the creation of up to Seventy -Two new jobs; and
WHEREAS, the City of Waterloo is committed to sponsoring the High -Quality Jobs Tax
Credit Application with the Iowa Economic Development Authority on behalf of International
Paper Company to incentivize and support this job creation initiative; and
WHEREAS, sponsorship of this application will provide valuable state tax benefits and
facilitate economic advancements within the city limits; and
WHEREAS, it is necessary to rescind Resolution No. 2025-044 in its entirety to
appropriately accommodate this new sponsorship agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA,
1. The City of Waterloo hereby authorizes sponsorship of the High -Quality Jobs Tax
Credit Application with the Iowa Economic Development Authority on behalf of International
Paper Company for their business development activities adding up to seventy-two (72) new
jobs.
2. Resolution No. 2025-044 is hereby rescinded in its entirety.
3. The Mayor and City are authorized and directed to execute said documents on behalf
of the City of Waterloo, Iowa.
