RESOLUTION NO. 2025-420
RESOLUTION APPROVING TWO MEMORANDUMS OF
UNDERSTANDING WITH THE IOWA NORTHLAND
REGIONAL COUNCIL OF GOVERNMENTS FOR GRANT
PREPARATION AND ADMINISTRATION SERVICES.
WHEREAS, the City of Waterloo recognizes the critical need to enhance infrastructure
and promote economic development within the Waterloo Air and Rail Park; and
WHEREAS, the Iowa Northland Regional Council of Governments (INRCOG) has the
expertise and resources necessary to assist with grant writing and administration for federal
grants; and
WHEREAS, the City proposes to prepare and administer an Economic Development
Administration (EDA) Public Works and Economic Adjustment Assistance grant specifically for
a water detention basin project; and
WHEREAS, the cost for these services is $29,000.00, which is deemed reasonable and
necessary for securing funding for the project; and
WHEREAS, it is in the public interest for the City of Waterloo to approve and enter into
these Memorandums of Understanding with INRCOG to facilitate project completion.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA,
1. The City Council hereby approves the two Memorandums of Understanding with the
Iowa Northland Regional Council of Governments for the amount of $29,000.00, for assistance
with grant writing and administration of federal grants.
2. That the Mayor City Clerk are authorized and directed to execute said documents on
behalf of the City of Waterloo, Iowa.
