RESOLUTION NO. 2025-450
RESOLUTION APPROVING A FIRST AMENDMENT TO THE
DEVELOPMENT AGREEMENT WITH MIDWEST
DEVELOPMENT COMPANY, TO AMEND THE TIMELINE
OF COMPLETION FOR THREE SINGLE FAMILY HOMES
AND TO ALLOW FOR THE CONSTRUCTION OF A TOTAL
OF THIRTEEN SINGLE-FAMILY HOMES AND FIVE
DUPLEXES, LOCATED IN THE LINCOLNSHIRE ADDITION
SUBDIVISION, AND AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE SAID DOCUMENT.
WHEREAS, Midwest Development Company has entered into a Development
Agreement with the City of Waterloo, which requires modification to adjust timelines and
construction plans for residential units in the Lincolnshire Addition subdivision; and
WHEREAS, the proposed first amendment includes revising the timeline for the
completion of three single-family homes and permits the construction of thirteen single-family
homes and five duplexes, thus furthering the City's housing development goals; and
WHEREAS, such amendments are in line with the City's strategic development plans and
support the expansion of housing options within the Lincolnshire Addition subdivision; and
WHEREAS, formal approval and amendment of the Development Agreement are
required to legally implement these changes and align with communal development objectives.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA,
1. The first amendment to the Development Agreement with Midwest Development
Company, regarding the specified changes in completion timelines and construction approvals, is
hereby approved.
2. The Mayor and City Clerk are authorized and directed to execute said document on
behalf of the City of Waterloo, Iowa.
PASSED AND ADOPTED this 4th day of August 2025.
