Members present: Jacobs, Schmitt, Lind, Morrissey, Welper, and Amos. Absent: Jones.
Moved by Welper, seconded by Schmitt that the Agenda, as proposed, be approved. Ayes: Six.
Motion carried.
Local Preference Discussion
Mayor Hart explained'that this is the first of many work sessions to discuss budget related topics.
Michelle Weidner, Chief Financial Officer, explained the Code sections that apply to local
preference. She gave a handout that showed the local preference rules that other Iowa cities
follow. Local preference policies do not apply to public improvement contracts.
Mr. Welper expressed concern with a local preference policy. He distributed a document
outlining his top ten reasons for not supporting a policy.
Mr. Schmitt spoke in support of a local preference policy due to the fact that other cities have
one and it has worked. He stated that local preference should be given to businesses in the Cedar
Valley and suggested having a percentage based on the size of the purchase.
Mr. Jacobs spoke in support of a policy.
Mr. Morrissey questioned if there has been much controversy over the way we have done things.
Mr. Lind spoke in support of a policy and asked to have a committee formed to review the
possibility of a policy.
Mayor Hart will assign a group to come up with a draft that can be reviewed and voted on by
Council. ,
Mr. Amos supported taking a look at a draft policy.
With no further business before the Council, it was moved by Welper, seconded by Schmitt that
the meeting be adjourned at 5:10 p.m: Ayes: Six. Motion carried.
