Members present: Schmitt, Morrissey, Welper
Moved by Welper, seconded by Morrissey that the Agenda, as proposed, be approved. Ayes:
Three. Motion carried.
Moved by Morrissey, seconded by Welper to authorize request by Edward Shaw to purchase
vacant land acquired through 657A generally located at 927 Mullan Avenue in the amount of
$3,000. Ayes: Three. Motion carried.
Mr. Welper explained that this request does not meet the sale of purchase policy unless the
proposed installation of a fence would cost $1,200.00 "or more.
Edward Shaw, 935 W. Mullen, explained that he would install a chain link fence' around the
propertyand doesn't know what the cost would be.
Noel Anderson, Community Planning and Development Director, explained that the sale of`'
property policy was written to be flexible. Building and Grounds Committee can review the
request and make a recommendation: Staff recommends approval as this property would be very
difficult to build on. He explained that a restricted covenant would be placed on the property.
Moved by Welper to table. Request withdrawn by Mr. Welper.
Waterloo Center for Arts Parking Renovation Discussion
Craig Clark, Building Official, explained the requested renovation. It would increase parking
from 203 spaces to 345 spaces. It would be completed in multiple phases.
Mr. Schmitt questioned the cost of building a parking ramp rather than surface parking.
Mr. Morrissey confirmed that all interested parties are aware of the plan but they are in the
preliminary design phase.
With no further business before the Council, it was moved byWelper, seconded by Schmitt that
the meeting be adjourned at 4:55 p.m. Ayes: Three. Motion carried.
