Members present: Schmitt, Morrissey, Welper
Moved by Welper, seconded by Morrissey that the Agenda, as proposed, be approved. Ayes:
Three. Motion carried.
Moved by Morrissey, seconded by Welper to approve the request of Larry & Vickie Westendorf
to buy the empty lot south of 512 Reed Street for $1.00. Ayes: One. Nays: Two (Welper,
Schmitt). Motion failed.
Noel Anderson, Community Planning and Development Director, explained that staff is
recommending denial as the offer does not meet the sale of property policy. The lot is valued at
$3,980.00. It was acquired in May 2012 using the 657a process and is a prime location for infield
development.
Mr. Morrissey explained that the Westendorf s have submitted an accounting of the maintenance
they have done on the property. There has not been any infill properties sold in that area for
some time. He questioned if this would be the best offer so that some taxes could be collected for
this property. He explained that Council could sell the property per the sale of property policy.
He explained that the Westendorf s could put a garage on it at some point.
Mr. Welper explained that there was a similar situation near Baltimore field and the Council
denied the sale. Those properties now have houses built on them. The taxes collected would be
much higher if the property was developed.
Mr. Schmitt asked if the Westendorf's have made a formal offer on the property in the past ,and
they have not.
Mr. Morrissey argued that this is not similar to Baltimore field due to the size.
Mr. Welper clarified that' there are two lots available.
Mr: Schmitt reiterated that this is a buildable lot.
With no further business before the Council, it was moved by Welper, seconded by Morrissey
that the'meeting be adjourned at 4:58 p.m. Ayes: Three. Motion carried.
