RESOLUTION NO. 2025-497
RESOLUTION APPROVING AN EARLY ACCESS
AGREEMENT WITH INTERNATIONAL PAPER COMPANY,
TO ALLOW FOR THE TRANSPORTATION OF EXCESS FILL
LOCATED AT 3230 LEVERSEE ROAD TO 4050 LEVERSEE
ROAD, AND AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE SAID DOCUMENT.
WHEREAS, the City of Waterloo recognizes the necessity for effective land management
and the strategic use of excess fill to support local development projects; and
WHEREAS, International Paper Company has identified excess fill at their property
located at 3230 Leversee Road, which is suitable for transportation and use at the site located at
4050 Leversee Road; and
WHEREAS, an Early Access Agreement has been formulated to allow International
Paper Company timely access for the purpose of transporting the fill, thereby facilitating
necessary site preparations and optimizing resource use; and
WHEREAS, the proposed agreement outlines terms including site access, transportation
logistics, and related responsibilities of the parties involved, ensuring a mutually beneficial and
efficient arrangement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The the Early Access Agreement with International Paper Company, permitting the
transportation of excess fill from 3230 Leversee Road to 4050 Leversee Road, is hereby
approved.
2. The Mayor and City Clerk are authorized and directed to execute said documents on
behalf of the City of Waterloo, Iowa.
