RESOLUTION SETTING DATE OF PUBLIC HEARING AS
OCTOBER 20, 2025, TO APPROVE A REQUEST BY TROY
MORRIS FOR A SITE PLAN AMENDMENT TO ALLOW FOR
ADDITIONAL USES INCLUDING A RESTAURANT, ICE
CREAM SHOP, AND SIGN SHOP IN A FORMER FUNERAL
HOME IN THE "S-1" SHOPPING CENTER DISTRICT
LOCATED AT 3146 KIMBALL AVENUE AND INSTRUCT
THE CITY CLERK TO PUBLISH NOTICE.
WHEREAS, Troy Morris, has submitted a Site Plan Amendment request to allow for
additional uses including a restaurant, ice cream shop, and sign shop in a former funeral home in
the "S-1" Shopping Center District located at 3146 Kimball Avenue; and
WHEREAS, the City of Waterloo requires a public hearing be held to consider site plan
amendments in accordance with zoning and planning regulations to ensure that the proposed
developments align with community standards and objectives; and
WHEREAS, setting the date for a public hearing will allow for public feedback and any
necessary examination of the impact of such development on the local community and
infrastructure.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
WATERLOO, IOWA,
1. A public hearing on the proposed Site Plan Amendment is hereby set for October 20,
2025, to consider the Site Plan Amendment request to allow for additional uses including a
restaurant, ice cream shop, and sign shop in a former funeral home in the "S-1" Shopping Center
District located at 3146 Kimball Avenue.
2. The City Clerk is hereby directed to publish notice of said public hearing in accordance
with applicable laws and city policies, ensuring adequate notice to the public.
PASSED AND ADOPTED this 6th day of October 2025.
