RESOLUTION APPROVING A DEVELOPMENT
AGREEMENT WITH IOWA HEARTLAND HABITAT FOR
HUMANITY FOR THE CONSTRUCTION OF A NEW SINGLE-
FAMILY HOME LOCATED AT THE SOUTHWEST CORNER
OF RANDALL STREET AND NORIMER STREET, IN THE
CHURCH ROW NEIGHBORHOOD, INCLUDING AN INFILL
HOUSING GRANT OF $7,500.00, AND AUTHORIZING THE
MAYOR AND CITY CLERK TO EXECUTE SAID
DOCUMENT.
WHEREAS the City of Waterloo seeks to promote residential development and
neighborhood revitalization through strategic partnerships; and
WHEREAS, Iowa Heartland Habitat for Humanity intends to construct a new single-
family home at the southwest corner of Randall Street and Norimer Street in the Church Row
Neighborhood, enhancing the area's housing availability and aesthetic appeal; and
WHEREAS, the City acknowledges the importance of supporting such initiatives and
proposes an infill housing grant of$7,500.00 to assist with construction costs; and
WHEREAS, a Development Agreement has been prepared to outline the responsibilities
and commitments of both parties to ensure successful project completion.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The Development Agreement with Iowa Heartland Habitat for Humanity for the
construction of a new single-family home, including an infill housing grant of$7,500.00, is
hereby approved.
2. The infill housing grant of$7,500.00 shall be disbursed from funds designated for
neighborhood development and revitalization projects.
3. The Mayor and City Clerk are authorized and directed to execute said documents on
behalf of the City of Waterloo, Iowa.
PASSED AND ADOPTED this 6`i' day of October 2025.
