RESOLUTION APPROVING A DEVELOPMENT
AGREEMENT WITH IOWA HEARTLAND HABITAT FOR
HUMANITY FOR THE CONSTRUCTION OF TWO SINGLE-
FAMILY HOMES OR A DUPLEX ON OAKLAWN AVENUE
IN THE CHURCH ROW NEIGHBORHOOD INCLUDING A
DEMOLITION AGREEMENT, AN ACQUISITION GRANT OF
$28,750.00, AND INFILL HOUSING GRANT OF $15,000.00,
AND AUTHORIZING THE MAYOR AND CITY CLERK TO
EXECUTE SAID DOCUMENTS.
WHEREAS, the City of Waterloo seeks to enhance community development and housing
opportunities within the Church Row Neighborhood; and
WHEREAS, Iowa Heartland Habitat for Humanity proposes the construction of either
two single-family homes or a duplex on Oaklawn Avenue, thereby contributing to neighborhood
revitalization; and
WHEREAS, a Development Agreement has been prepared, outlining the terms and
conditions for the preparation of new sites for construction of two single-family homes, an
Acquisition Grant of$28,750.00 to support property procurement and an Infill Housing Grant of
$15,000.00 to offset construction costs; and;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The City Council hereby approves the Development Agreement with Iowa Heartland
Habitat for Humanity as outlined.
2. An Acquisition Grant of $28,750.00 and an Infill Housing Grant of $15,000.00 are
hereby approved to aid in development efforts.
3. The Mayor and City Clerk are authorized and directed to execute said documents on
behalf of the City of Waterloo, Iowa.
