IMPORTANT NOTICE — PUBLIC HEARING MONDAY, NOVEMBER 3, 2025. AT 5[30 PM., CITY COUNCIL CHAMBERS, CITY HALL, WATER- LOO, €OWA. THE PURPOSE OF THE PUBLIC HEARING IS TO DISCUSS AND MAKE AMENDMENTS TO THE SAN t•AARNAN URBAN RENEWAL AND REDEVELOPMENT PLAN TO IN- CLUDE INFORMATION REGARD- ING PROJECTS, UPDATE FINAN- CIAL INFORMATION , TO REMOVE CERTAIN PROPERTY FROM THE PLAN AREA. The area within the San Marnan Ur- ban Renewal and Redevelopment Plan the "Ran") is an economic de- velopment area within the meaning of Iowa Code § 403.17(10). Such area is appropriate for commercial and industrial enterprises and is eligible for an urban renewal project and oth- erwise meets all requisites under the provisions of Iowa Code Chapter 403. The general scope of urban renewal activities in the area involves the reha- bilitation, conservation, development, and redevelopment of such area, or a combination of such activities in the area, to promote continued growth and development of commercial ac- tivities in the area through various public purpose and special financing activities outlined in the Plan. These activities are deemed necessary in the Interest of the public health, safety or welfare of the residents of the City of Waterloo. The Plan Amendment is an amend- ment to the Plan, which was originally adopted in 1999 and subsequently amended in 2004, 2009, twice in 2017, 2019, 2020, and twice in 2024. Among other changes to the Plan, the amendment proposes to remove the following property from the Plan area: Lot 9 of San Marnan Business Park First Addition, The Plan provides that the City may issue bonds or use available funds for purposes allowed by the Plan Amendment, and that tax increment reimbursement of such costs will be sought if and to the extent incurred by the City. The Plan may be further amended from time to time to respond to future development opportunities. The public hearing will be held at 5:30 p.m. on Monday, November 3, 2025. in the City Council Chambers at City Hall In Waterloo, Iowa, Any questions regarding the proposed amendment to the Plan should be directed to the Planning and Zoning Office at 319- 291-4365.
