HEARING IS TO CONSIDER ADOP,
TION OF THE HIGHLAND MEAD-
OWS URBAN RENEWAL PLAN.
The area within the Highland Mead -
OWE Urban Renewal Plan (the 'Plan")
Is an economW development area
elthin thmeaning of Iowa Code §
406.1700). Such area is appropriate
for the provision of public improve,
ments related to housing and residen-
tial development and Is eligible for an
urban renewal project and otherwise
meets all requisites under the pro-
s of Iowa Code Chapter 403.
The general scope of urban renewal
activities In the area involves provid-
ing opportunities, Incentives, and sites
Mr n residential development, to
promote new housing and residential
development, and promote the gener-
al economic development of the City
through special financing activities
outlined In the Plan. These activities
ore deemed necessary in the interest
f the public health, safety or welfare
of the residents of the City of Water-
loo.
The Plan proposes to designate the
following area as the urban renewal
area for purposes of the Plan:

The Plan provides that the City may issue
bonds or use available funds for purposes
allowed by the Plan, and that tax incre-
ment reimbursement of such costs will be
sought if and to the extent incurred by the
City. The Plan may be amended from time
to time to respond to future development
opportunities.
The public hearing will be held at 5:30 p.m.
on Monday, November 3, 2025, in the City
Council Chambers at City Hall in Water-
loo, Iowa. Any questions regarding the
proposed Plan should be directed to the
Planning and Zoning Office at 319-291-
4366. Anyone who is interested may ap-
pear at same time and place and be heard
or may file written objections or comments
with the City Clerk, City Hall, 715 Mulberry
Street, Waterloo, Iowa, 50703, before the
date set for said hearing.
