RESOLUTION NO. 2025-622 RESOLUTION APPROVING SUBMISSION OF A HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP) GRANT APPLICATION IN THE AMOUNT OF $420,000.00, FOR SNOW PROTECTION OF RED SIGNAL LIGHTS. WHEREAS, the City of Waterloo, Iowa ("City") operates and maintains signalized intersections throughout the community to promote the safe and efficient movement of people and goods; and WHEREAS, during winter weather events, wind -driven snow and rime ice can accumulate on signal heads and/or obstruct driver visibility of the red indication, creating an elevated crash risk; and WHEREAS the Federal Highway Administration's Highway Safety Improvement Program established under 23 U.S.C. §148, administered in Iowa by the Iowa Department of Transportation (Iowa DOT), provides funding for proven safety countermeasures that address documented crash types and conditions; and WHEREAS, snow protection measures for traffic signals —including but not limited to snow shields/hoods, enhanced signal backplates, supplemental indications, and related mounting hardware —are eligible safety improvements intended to reduce red-light violation —related and winter -condition crashes; and WHEREAS, the City proposes to submit an HSIP application in the amount of $420,000.00 to design, procure, and install snow protection for red signal indications at priority intersections identified by crash history, winter maintenance records, and engineering judgment. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF WATERLOO, IOWA, 1. The City Council approves submission of an HSIP grant application to the Iowa DOT in the amount of $420,000.00 for the "Snow Protection of Red Signal Lights". 2. The Traffic Operations Director, if awarded, is authorized to execute administrative documents, coordinate with the Iowa DOT, and take actions necessary to implement the project in accordance with City procurement policies and Iowa DOT requirements.
