RESOLUTION NO. 2025-674 RESOLUTION APPROVING A TEMPORARY EASEMENT AGREEMENT IN THE AMOUNT OF $2,000.00 WITH HALLORAN PROPERTIES, LLC, LOCATED AT 1950 PLYMOUTH AVENUE, IN CONJUNCTION WITH THE LA PORTE ROAD PHASE II RECONSTRUCTION PROJECT, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE SAID DOCUMENT. WHEREAS the City of Waterloo is undertaking the La Porte Road Phase II Reconstruction Project to improve public infrastructure, traffic operations, and utility coordination; and WHEREAS, to complete said project it is necessary for the City to obtain a temporary construction easement over a portion of the property locally known as 1950 Plymouth Avenue, Waterloo, Iowa; and WHEREAS, City staff have negotiated the terms of a Temporary Easement Agreement with the property owner, Halloran Properties, LLC, for compensation in the amount of $2,000.00; and WHEREAS, the agreed compensation is fair and reasonable and approval of the Temporary Easement Agreement is in the best interests of the City and the timely completion of the project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo, Iowa, that: 1. The Temporary Easement Agreement with Halloran Properties, LLC, for property located at 1950 Plymouth Avenue, in the amount of $2,000.00, in conjunction with the La Porte Road Phase II Reconstruction Project, is hereby approved and accepted. 2. The Mayor and City Clerk are authorized and directed to execute said documents on behalf of the City of Waterloo, Iowa. PASSED AND ADOPTED this 17th day of November 2025.
