RESOLUTION NO. 2025-679
RESOLUTION APPROVING AN PROFESSIONAL SERVICES
AGREEMENT WITH STRAND ASSOCIATES, TO PROVIDE
PROPOSAL PREPARATION, BIDDING -RELATED
SERVICES, AND IF -AUTHORIZED SERVICES FOR THE
ANAEROBIC LAGOON BIOGAS UPGRADING PROJECT AT
THE WASTE MANAGEMENT ANAEROBIC LAGOON, IN AN
AMOUNT NOT TO EXCEED $50,000.00, AND
AUTHORIZING THE MAYOR TO EXECUTE SAID
DOCUMENT.
WHEREAS intends to advance the Anaerobic Lagoon Biogas Upgrading project at the
Waste Management Anaerobic Lagoon to enhance beneficial use of biogas and support City
sustainability and utility operations goals; and
WHEREAS, Strand Associates, Inc., has submitted a scope and fee to provide proposal
preparation, bidding -related services, and if -authorized services associated with the project; and
WHEREAS, the negotiated Professional Services Agreement provides for a not -to -
exceed fee of $50,000.00; and
WHEREAS, the agreed compensation is fair and reasonable and approval of the
Agreement is in the best interests of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The Professional Services Agreement with Strand Associates, Inc., for proposal
preparation, bidding -related services, and if -authorized, services for the Anaerobic Lagoon
Biogas Upgrading project, in an amount not to exceed $50,000.00, is hereby approved.
2. City staff are authorized to proceed to proceed with specific tasks consistent with the
Agreement's "if -authorized" provisions.
3. The Mayor is authorized and directed to execute said documents on behalf of the City
of Waterloo, Iowa.
