RULES FOR WORK SESSION PUBLIC COMMENT
Iowa Code Chapter 21 gives the public the right to attend council meetings, but it does not
require cities to allow public participation except during public hearings.The city council shall
not receive any public comment during a work session.

Approval of Minutes of the November 17, 2025, Council Work Session as proposed or
amended.

Roll Call.
Members present: Mr. Boesen, Mr. Nichols, Mr. Simon, Ms. Wilder. Ms. Creighton -Smith
(arrived at 4:48 p.m.). Mr. Chiles and Mr. Feuss were absent.

that the agenda as proposed be approved. Voice vote -Ayes: Four. Motion carried.
Approval of Minutes of the November 3, 2025, Council Work Session as proposed or amended.
Boesen/Simon
that the minutes of the November 3, 2025, Council Work Session, as proposed, be approved.
Voice vote -Ayes: Four. Motion carried.
Updates from the Sanitation and Street Departments.
Matt Boquist and Daniel Greer, Street Department Directors, provided an overview of
operations for the department.
Mr. Boesen questioned how many street sweepers are operational right now.
Matt Boquist commented that there are two out of four operating.
Mr. Boesen questioned why this system has an issue with rock chips.
Matt Boquist commented that the DOT is using it on roadways that have higher speeds, so the
gravel gets kicked off to the side, but where we are using it where drivers are going much
slower, so the gravel stays on the road longer.
Mr. Boesen asked if the new equipment shown in the presentation needed to be trailered or is it
roadworthy.
Matt Boquest commented it is roadworthy, but pilot cars are still used.
Mr. Simon commented that he receives calls about ruts that get put into people's yards.
Randy Bennett, Public Works Division Manager, shared that homeowners can utilize the
compost site for fill dirt.
