3, 2025, BY THE WATERLOO CITY
COUNCIL AS AN ORDINANCE
APPROVING THE 2025 EXPAN-
SION AREA AMENDMENT TO THE
DOWNTOWN WATERLOO RIVER -
FRONT URBAN RENEWAL AND RE-
DEVELOPMENT PLAN AREA TAX
INCREMENT FINANCING DISTRICT
IN THE CITY OF WATERLOO
This is a summary of the Ordnance
approving an amendment (the -2025
Expansion Area Amendment") to the
Downtown Waterloo Riverfront Urban
Renewal and Redevelopment Plan
Area Tax Increment Financing District
("TIF District") In the City of Waterloo.
Iowa (referred to below as the `Ordi-
nance').
The general purpose of this Ordinance
is to amend the TIF District to expand
or add property to the Downtown Wa-
terloo Riverfront Urban Renewal and
Redevelopment Plan Area as an area
of slum and blight and an economic
development area to provide financial
incentives for development within the
TIF District boundaries as provided
In Chapter 403 of the Code of Iowa.
The urban renewal plan pertaining to
the TIF District, as amended. Is on file
in the office of the City Clerk of the
City of Waterloo, 715 Mulberry Street,
Waterloo, Iowa 50703. The Ordnance
designates the following additional
land for Inclusion In the amended TIF
District area :
Beginning at the Intersection of the
centerline of Southbound Washington
Street as now located (also known as
U.S. Highway 218) and the centerline
of W. 4th Street thence Southwesterly
along the centerline of W. 4th Street to
a point that would Intersect a North-
westerly extension of the Southwest
line of the public alley as platted In
Block 31 of the Original Plat of Water-
loo West of the Cedar River, thence
Southeasterly along said Northwest-
erly extension of the Southwest line
of said alley and Southeasterly along
the Southwest One of said aley. and
Southeasterly along a Southeaster-
ly extension of the Southwest line of
said alley to the centerline of W. 5th
Street, thence Northeasterly along
the centerline of W. 5th Street to the
centerline of Southbound Washington
Street, thence Northwesterly along
the centerline of Southbound Wash-
ington Street to the point of beginning.
The above Is only a summary of the
Ordinance and not the complete text
of the Ordinance. Questions should be

ner. The Ordinance may be inspected
In Its entirety at the office of the City
Clerk or the City Planner. 715 Mulber-
ry Street, Waterloo. Iowa 50703. from
Monday through Friday between the
hours of 8:00 a.m. and 5:00 p.m.
The Ordinance will become effective
upon publication of this summary.
