Premise: Residents need a chance to voice concerns Therefore: Having those concerns addressed after the council meeting is not a good solution. My suggestions: Anyone who wants to speak about local issues or issues that concern a neighborhood, are given the chance to do so at the beginning of the meeting with the three-minute rule. The following are set rules: 1. It cannot be inflammatory, nor spoken with anger, nor abusive in any way, nor can it be against anyone, including council members. 2. The specific problem or concern can only be given a one-time three-minute slot. 3. If there is an update on the subject it will allow the presenter the ability to discuss that at the beginning of each meeting. 4. If it is for the good of citizens, the community as a whole, or those who watch the meeting by TV for information, the issue may be presented at more than one meeting. 5. Issues to be discussed should not be personal at any time during the council meeting. It is not appropriate. 6. No single councilman should ever be admonished or criticized by a community member, nor should any resident. Any issue should be addressed without singling out a member for personal issues.
