RESOLUTION NO. 2026-003 RESOLUTION APPROVING REQUEST FOR QUALIFICATIONS TO SOLICIT PROPOSALS FROM EXPERIENCED DEVELOPERS TO DESIGN, CONSTRUCT, OPERATE, AND MAINTAIN SYSTEMS AND EQUIPMENT TO CLEAN THE CITY'S LAGOON GAS TO NATURAL GAS PIPELINE GRADE STANDARDS, AND MARKET THE GAS AS A RENEWABLE NATURAL GAS PRODUCT, INCLUDING ITS ENVIRONMENTAL ATTRIBUTES. WHEREAS, the City of Waterloo owns and operates lagoon facilities that produce biogas as a byproduct of wastewater treatment processes; and WHEREAS, there exists an opportunity to enhance the economic and environmental value by converting this biogas into pipeline -grade renewable natural gas (RNG) and marketing its environmental attributes; and WHEREAS, the City desires to engage with qualified developers experienced in the design, construction, operation, and maintenance of systems required to clean and upgrade the lagoon gas. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo, Iowa, that: 1. The City Council hereby approves the issuance of a Request for Qualifications to identify and solicit proposals from experienced developers for the project. 2. The selected developer will be responsible for designing, constructing, operating, and maintaining the necessary systems and equipment to convert lagoon gas to pipeline -grade standards, as well as marketing the resulting RNG product, including its environmental attributes. 3. Proposals must demonstrate the developer's experience with similar projects, technical capability, financial strength, and commitment to sustainable practices.
