MEMORIAL HALL COMMISSION
June 25, 2025

Veterans Memorial Hall
Members present: Craig White in the Chair, Randy Miller, David Grimm, Richard Day, Stephen
Grimm, Frank McCaw Mel Wittwer and John Mrzlak. Jim Lentfer; absent.
Also in Attendance: LeAnn M. Even, Deputy City Clerk, and Trent Hunter, Exchange Club of
Waterloo.
Moved by D. Grimm seconded by Wittwer, that the agenda be approved. Voice vote-Ayes:
Eight. Motion carried.
Moved by S. Grimm seconded by D. Grimm, that the Minutes of May 28, 2025, meeting as
presented be approved. Voice vote-Ayes: Eight. Motion carried.
Citizen's Oral Comments
Trent Hunter, Exchange Club of Waterloo, addressed the committee regarding the Field of
Honor Project to celebrate the nation's 250th year anniversary with 1,776 flags throughout
downtown and around Memorial Hall. Hunter proposed a setup of July 1-3, 2026. Hunter
explained other Exchange Clubs, American Legion and VFW would be participating in
fundraising, to purchase flags and materials for display, and organizing volunteers for setup.
Hunter estimated it would be a minimum of$45,000.00 to purchase flags and materials. There
was discussion regarding donation possibilities from each graduating class and Home Depot and
possibly contacting local cemeteries to purchase flags after the event.
Moved by D. Grimm, seconded by S. Grimm to support the 2026 Field of Honor Project.
Treasurer's Report—Vacant
LeAnn Even read the finance report for the period 05/22/2025 through 06/18/2025.
• Brick Fund - $6,711.68
• Courbat Memorial Fund - $3,895.12
• Artifacts Projects Fund- $1,268.11
• Total - $11,874.91
There was discussion regarding the Community Foundation fund balance and having Jim provide
a breakout for the fountain repairs. Members would like a breakout to determine who donated
and how much has been donated towards fountain repairs specifically.
There were no requests for reimbursements.

There was discussion regarding the repair and replacement of broken windows at Memorial Hall
and determining if this could be turned into insurance.
Committee Reports
Building, Grounds & Operations —Chairperson Mel Wittwer
Wittwer reported outside electrical needs to be shut off when not in use for events as the
homeless population are using the outside outlets to run items and charge phones.
Wittwer reported Mid Iowa Fountain could make repairs but not until July and discussed
celebrating the City Heritage Award and contributions to WW II actor re-enactment
contributions.
Motion by Wittwer, seconded by McCaw to reimburse up to 10 actors, $50.00 each for WW II
re-enactments on September 6, 2025.
Operations — Chairperson David Grimm
Discussion regarding fundraising for Memorial Hall and the need for volunteers to have
identifying shirts and hats for commissioners to wear at fundraising events with sponsor's names
on the back of shirts.
Motion by D. Grimm, seconded by Miller,to organize shirt orders and fundraising.
Educational/Historical/Artifacts Preservation—Chairperson Frank McCaw
Randy Miller shared Waterloo is the only Iowa city designated as a WW II Heritage City
because of industries in Waterloo that supported the war effort and that they are looking at
putting up a display and dedication as a WW II Heritage City.
Randy also reported that JB is working on a"No Camping" sign for Memorial Hall grounds.
Finance/Fundraising—James Lentfer
None
Unfinished Business
Mel Wittwer requested the Brick Registry list from Nancy Higby. Miller discussed naming the
plaza and Vietnam area. There was discussion regarding construction of a pedestal and
continuing work on the Statue of Liberty.

There was discussion regarding a letter sent to the Mayor by Jim Lentfer. Members expressed
their concerns about how the letter was constructed and that the letter was sent regardless of a
response or comments from other members. Members feel Mr. Lentfer's letter writing privileges
should be suspended, board members need to approve communications to/with the City and that
the chair needs to address this with Mr. Lentfer.
With no further business before the commission, it was moved by Miller, seconded by D.
Grimm, that the meeting be adjourned at 5:54 p.m. Ayes: Eight. Motion carried.

July 23, 2025

Veterans Memorial Hall
Members present: Craig White in the Chair, Randy Miller, David Grimm, Stephen Grimm (A),
Mel Wittwer, Frank McCaw, Jim Lentfer and John Mrzlak. Richard Day was absent.
Also in Attendance: Nancy Higby, Deputy City Clerk.
Moved by D. Grimm seconded by S. Grimm, that the agenda be approved. Voice vote-Ayes:
Eight. Motion carried.

Treasurer's Report—Vacant
Nancy Higby read the finance report for the period 6/19/2025 through 7/16/2025.

Moved by Mrzlak, seconded by Wittwer to receive and place on file, the Treasurer's Report.

Committee Reports
Building, Grounds & Operations—Chairperson Mel Wittwer
Mel Wittwer provided a review of the pending issues previously brought before the board,
including window replacement, flag holders for light poles and repairs to the fountain. He shared
that he is waiting to hear from Greg Ahlhelm on the proposal for painting and lead testing.
Operations—Chairperson David Grimm
Dave shared that he and Randy have met with JB Bolger about ongoing issues with the homeless
sleeping on the benches and making a mess of the grounds. They talked about putting up
signage prohibiting camping and sleeping on the grounds. He gave a brief overview of plans for
the 1776 program, and shared information on the t-shirts proposed at last month's meeting. The
board members discussed what they would like to see put on the shirts.

Educational/HistoricaUArtifacts Preservation— Chairperson Frank McCaw
Frank McCaw provided an update on the"End of WWII Remembrance" event in collaboration
with the Grout Museum that is scheduled for September 6th and passed out a printout of the
events that will be held at the Veterans Memorial Hall. Frank shared that the building will be
opened at 10:00 a.m. and asked for help prior to that to get things set up.
Finance/Fundraising—James Lentfer
Jim Lentfer commented that he is resigning his position as the VMH representative of the
Veterans Way commission, and that David Grimm has offered to step in when the city begins to
move forward with the project. Jim shared information on the new budget and said he planned to
meet with Bridgett Wood to confirm how the additional $5,000 could be spent. He provided an
update on the Waterloo Community Foundation fund showing a new balance of$13,662.48 as of
7/21/2025.
Unfinished Business
The board members discussed how the funds at the Waterloo Community Foundation are
designated and confirmed those funds could only be used for their original intention. Jim Lentfer
commented that he would have a report next month that shows the funds separated out.
New Business
John Mrzlak suggested writing a letter to the mayor about the ongoing issue of people sleeping
on the grounds after dark and request that he have the police drive by the property three or four
times during the night and remove them when they are found. Mel clarified that it would be the
Chief of Police who should be contacted for enforcement. The enforcement cannot begin until
the No Trespassing signs have been posted.
Randy Miller provided an update on the courtyard project.
Craig White left the meeting at 5:52 p.m.
With no further business before the commission, it was moved by Lentfer, seconded by Wittwer,
that the meeting be adjourned at 5:53 p.m. Ayes: Seven. Motion carried.
