MEMORIAL HALL COMMISSION August 27, 2025 5:00 p.m. Veterans Memorial Hall Members present: Craig White in the Chair, Randy Miller, David Grimm, Richard Day, Stephen Grimm (A), Mel Wittwer, Frank McCaw, Jim Lentfer and John Mrzlak. Also in Attendance: Nancy Higby, Deputy City Clerk. Moved by D. Grimm seconded by S. Grimm, that the agenda be approved. Voice vote-Ayes: Eight. Motion carried. Citizen's Oral Comments None. Treasurer's Report—Vacant Nancy Higby read the finance report for the period 6/19/2025 through 7/16/2025. • Brick Fund- $6,891.68 (includes the sale of 2 bricks) • Courbat Memorial Fund - $3,895.12 (no change) • Artifacts Projects Fund - $1,268.11 (no change) Moved by Wittwer, seconded by Mrzlak to receive and place on file, the Treasurer's Report. Voice vote-Ayes: Eight. Motion carried. Chairperson's Report Craig White commented there are twelve open slots for the Vietnam Vigil, beginning at 3:00pm on September 5th through Noon on the 7th Committee Reports Building, Grounds & Operations—Chairperson Mel Wittwer Mel Wittwer shared that the painting of the kitchen, hallway and improvements in the lady's restroom is anticipated to be completed by Veterans Day. He further shared that he is waiting on the city to respond to his request to replace the broken storm windows and for two flag holders for the poles on the property. Operations—Chairperson David Grimm David Grimm shared that the Cole/Hultman memorial project has unanimously passed through the Leisure Services Committee as well as the Main Street Waterloo Board, and that the 1776 flag project is moving forward and will be happening. August 27, 2025 Page 2 EducationaUHistorical/Artifacts Preservation— Chairperson Frank McCaw Frank McCaw shared details of the upcoming "End of WWII Remembrance" event in collaboration with the Grout Museum that is scheduled for September 6th. He named a number of community leaders who will be participating in the reading of names and noted that there has been quite a bit of publicity for the event. Jim Lentfer commented that he would like to see the expenses for the event to come out of the Artifact Projects Fund. Randy Miller suggested placing 359 small cemetery flags on the grounds for each lost soul. The commission members discussed inviting Dale Hixon, a 102 year old veteran, to be the guest of honor. Finance/Fundraising—James Lentfer Jim Lentfer provided an update on the Waterloo Community Foundation fund showing a new balance of$14,598.16 as of 8/24/2025, including a breakdown showing the amount of available funds per project. Additional donations are anticipated, including some that will match donations. Unfinished Business Randy Miller provided an update with a mock-up of the proposed bronze monuments. He shared that the front and top of the slab will be smooth and said there is an option to have the sides smooth or rough which would better match the pedestal. The smooth sides will run about $1,000 for both, and the rough sides would be $1,100. Moved by S. Grimm, seconded by D. Grimm,to approve the rough-sided version to better match the pedestal. Voice vote-Ayes: Eight. Motion carried. New Business Moved by Wittwer, seconded by S. Grimm to approve the reimbursement for printer ink for the office, to be paid from the city budget that Bridgett Wood has set up, in the amount of$61.88. Voice vote-Ayes: Eight. Motion carried. John Mrzlak questioned where the Mayor's appointed representative is and how we are supposed to get information back to the council and mayor if they never show up. He went on to say that the city wants us to manage this place,but they don't support us. He commented that if the mayor's appointee isn't going bring information back to the council and mayor as we were told she would, he should be appointing another councilperson or come himself He further commented that there have been a lot of things discussed, complaints and requests have been filed, but we don't get an answer back. We are trying to clean up and organize this place to make it presentable, but we have people sleeping and camping out here and are not getting the support August 27, 2025 Page 3 to get it done. Commission members discussed a number of outstanding issues that have been presented, including broken windows, that have been ignored or put on the back burner for months. John Mrzlak suggested that a letter be drafted to the mayor letting him know that there are people in this park after 10:00pm loitering and setting up tents and asking that police do random drive bys, check for violators and remove anyone who is setting up here after hours. Mel Wittwer commented that he would talk with the chief of police. The board unanimously agreed that the addition of these comments would be included in the minutes and shared with the mayor. Craig White left the meeting at 5:30pm. With no further business before the commission, it was moved by Lentfer, seconded by Wittwer, that the meeting be adjourned at 5:41 p.m. Ayes: Seven.
