RESOLUTION NO. 2026-041 RESOLUTION APPROVING A DEVELOPMENT AGREEMENT WITH JEANETTE MOORE-LOGGINS, FOR THE CONSTRUCTION OF A NEW SINGLE-FAMILY DWELLING ON AN INFILL LOT LOCATED AT 312 NEWELL STREET, INCLUDING A $7,500.00 INFILL GRANT INCENTIVE UPON SUBSTANTIAL COMPLETION, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE SAID DOCUMENT. WHEREAS, the City of Waterloo, Iowa promotes redevelopment and neighborhood stabilization through residential infill construction; and WHEREAS, Jeanette Moore- proposes to construct a new single-family dwelling on an infill lot located at 312 Newell Street, Waterloo, Iowa; and WHEREAS, the City and Jeanette Moore-Loggins desire to enter into a Development Agreement to set forth the terms and conditions for the Project and the City's incentive; and WHEREAS, the Agreement provides for an infill grant incentive in the amount of $7,500.00, payable upon substantial completion of the Project and satisfaction of the requirements set forth in the Agreement; and WHEREAS, the City Council finds that approval of the Agreement and incentive is in the best interests of the City and consistent with City housing and neighborhood objectives. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo as follows: 1. The City Council hereby approves a Development Agreement with Jeanette Moore- Loggins for the construction of a new single-family dwelling on an infill lot located at 312 Newell Street, including an infill grant incentive of $7,500.00 payable upon substantial completion. 2. The Mayor and City Clerk are authorized and directed to execute said easement document on behalf of the City of Waterloo, Iowa. PASSED AND ADOPTED this 2nd day of February 2026.
