A RESOLUTION SETTING DATE OF PUBLIC HEARING AS
MARCH 2, 2026, FOR THE SALE AND CONVEYANCE OF
718 W. 2ND STREET TO IOWA HEARTLAND HABITAT FOR
HUMANITY IN THE AMOUNT OF $1.00, AND APPROVAL
OF A DEVELOPMENT AGREEMENT, IN CONJUNCTION
WITH THE SALE OF THE PROPERTY LOCATED IN THE
CHURCH ROW NEIGHBORHOOD, INCLUDING A GRANT
OF $7,500.00 FOR INFILL HOUSING DEVELOPMENT FOR
THE CONSTRUCTION OF A NEW SINGLE-FAMILY HOME,
AND INSTRUCT THE CITY CLERK TO PUBLISH NOTICE.
WHEREAS the City of Waterloo, Iowa is the owner of real property commonly known
as 718 W. 2nd Street, located in the Church Row Neighborhood; and
WHEREAS, Iowa Heartland Habitat for Humanity has proposed to acquire the property
from the City for the sum of One Dollar ($1.00) for the purpose of constructing a new single-
family home as an infill housing development project; and
WHEREAS, the City Council finds that the sale and conveyance of the property to Iowa
Heartland Habitat for Humanity and the City's participation in the project through a
Development Agreement, including a grant in the amount $7,500.00 for infill housing
development, will promote neighborhood stabilization and public welfare; and
WHEREAS, a public hearing is required to facilitate community input and authorize this
transaction.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Waterloo,
Iowa, that:
1. The public hearing be set for March 2, 2026, to review and the sale and conveyance of
the property located at 718 W. 2nd Street to Iowa Heartland Habitat for Humanity for $1.00 and
consider the proposed Development Agreement, including a $7,500.00 grant for infill housing
development for construction of a new single-family home.

2. The City Clerk is hereby directed to publish notice of said public hearing as required
